Drinking “Laoba Tea”: Consultative Governance in the Daily Life of the Village

"Laoba Tea" is a kind of popular tea in the folk of Hainan, which is mostly used for the elderly people's leisure and pastime.This paper discusses the cultural meaning of "Laoba Tea",which the internal logic is "peasant rationality"other than "market rationality". Moreover,the activity of drinking ‘laoba tea’ is a smart living methord for the village cadres,who solve problems and maintains order in the village.

:

"Laoba Tea" is a kind of popular tea in the folk of Hainan, which is mostly used for the elderly people's leisure and pastime. In Hainan, local people call the elderly "Laoba", that is, old papa, so this popular tea is called Laoba tea. With simple decoration and environment, the products in Laoba teahouse is at a low price. It is said that Laoba Teahouse was founded by overseas Chinese who returned to China and has now become the main place for middle-aged and elderly men in Hainan to socialize in daily leisure time. Referring to the report, questionnaires, interviews and other first-hand information of the "Targeted Poverty Alleviation Survey of 18 Counties, Cities and Villages in Hainan" , this paper discusses the cultural meaning behind "Laoba Tea". It is observed that the study of "Laoba tea" culture should abandon the perspective of developmentalism, starting from the special natural environment and livelihood mode of Hainan to analyze the internal logic of "peasant rationality" that is different from "market rationality". This article argues that the purpose of villagers drinking tea is not only for leisure, but also for daily work. In rural society, where people are familiar with each other, drinking "Laoba tea" has become an important way for village cadres to complete daily governance. Moreover, on the one hand, village cadres complete reporting and contact with government officials by drinking "Laoba tea" . On the other hand, they realize consultation and communication with villagers by drinking "Laoba tea". In the process of mediating the specific contradictions and conflicts of the villagers, the village cadres solve problems and maintain order in the village through the living method of drinking "Laoba tea".
