Catalysis of social change in developmental perspective brought about by e-governance under Digital India Programme.
Short Abstract
:
Recently, the archaic form of governance of the 20th century that was hugely governed by bureaucratic structures built on colossal rational ideals has failed to keep up with the immense requirements of the present changing times especially with respect to virtual arena. This paper aims at studying and analyzing the power structures and dynamics underlying the operation of governance through digital media resulting in effective social changes and/or policy formations in developmental perspective.
Long Abstract
:

Subject - Public administration, governed by bureaucratic structures built on rationale principles, that dominated the twentieth century, has failed to respond to the changing requirements of the present times. E-governance is a paradigm shift over the traditional approaches in public administration. It has lead to transparency in the governing process; saving of time due to provision of services through single window; simplification of procedures; reduction in corruption; and improved behaviour and job handling capacity of the dealing personnel etc.

The main idea is to project the power relations affecting the decision making ability of the citizens as well as the authoritative socio-political power of the government in formulating new policies and amending the existing policies to suit the dynamic situation of the society which has transgressed due to the digital era. The cross comparison between different age groups, genders and communities of Kumarsain region, Himachal Pradesh, is likely to bring about the strengths and weaknesses of the currently implied e-governance strategies.

Objectives –

  • To examine the existing e-governance system practices and various schemes under Digital India programme.
  • Comparing and contrasting community based differences in the use and accessibility of digital services with special attention to changes due to Covid-19 pandemic.
  • Cross comparison between use of digital services for e-governance purposes between age groups.
  • Cross-analysis between different genders regarding the utility of e-governance.

The utility of this study lies in finding out the supposed weaknesses to further strengthen the contemporary form of e-governance and assist in bringing out better developmental strategies.
